PUK LAUNCHES ITS NEW PPP/PFI DATABASE

Partnerships UK today launched the first phase of its new database, bringing together for the first time a freely available central database of statistical, operational and financial data of over 600 PFI projects contributing to the management of the Government’s PFI process.
Available on the Partnerships UK website, www.partnershipsuk.org.uk , the database contains public information and will contribute to creating a better understanding of the market and assist the public sector in compiling data and reports on an aggregated basis.
James Stewart, Chief Executive of Partnerships UK, said:
“This development provides a very significant tool for both the public and private sector alike.
“PUK’s decision to re-invest some of its returns into building the database will create a valuable platform for building better information and a detailed understanding of projects in a developing market alongside an increased focus on operational projects.”
The introduction of the first phase of the database contains 27 public fields, enabling information to be obtained, free at the point of use, including:
• Central government sponsor departments;
• Public sector contracting authorities;
• Project description and capital values of PFI projects;
• Special features on projects and key milestone dates - OJEU, financial close and length of contract;
• Date the facilities are delivered and become operational;
• Companies involved in PFI construction and operational projects across both specific sectors and regions of the UK;
• Details of the Special Purpose Vehicle (SPV) including shareholder data;
• Public sector advisors appointed on projects to contracting authorities;
• Advisors to the private sector;
• Banks involved in the projects.
Work in populating the database is ongoing and will, in due course, lead to further phases coming on stream, including the publication of additional details of operational projects and greater financial data, some on an aggregated basis.
The Government believes that it is important to increase the data available concerning the PFI process, particularly with the increasing number of projects being completed and becoming operational. The database will increase the availability of data leading to good management of programmes and projects in the future.
NOTES TO EDITORS
1. The Government’s commitment to increasing transparency was set out in the Treasury’s ‘Meeting the Investment Challenge’ publication in July 2003.
2. In the interests of commercial confidentiality some of the fields will only be available for access by the sponsor department. The Treasury will, however, be able to draw on the information on an aggregated basis to assess various trends.
3. PUK was set up by HM Treasury in June 2000 as a public private partnership to create a body with the necessary technical expertise in to assist in the delivery of key government infrastructure projects.
