Claire Phillips joined PUK in August 2002 after leading a public sector schools PPP team for three years. Prior to that, Claire held various senior positions within the public sector in Scotland, related to property and asset management. This followed an early career as an architect working on many varied projects for the public and private sectors.

A qualified barrister, James worked for an investment bank and then for HM Treasury, before joining PUK in 2001. His experience at the Treasury included spells in the private offices of both the Chief Secretary and the Chancellor, and latterly focused on public private partnerships with particular responsibility for the Treasury's interest in the London Underground PPP.

As a member of PUK’s Scottish team, James leads on transport issues. Specifically, this currently includes work for TIE, the City of Edinburgh Council’s transport procurement company, on the Edinburgh Tram and the Edinburgh Airport Rail Link. James also works closely with the Rail and Roads groups within Transport Scotland, and coordinates PUK’s work for the Scottish Executive’s Financial Partnerships Unit on Key Stage Reviews (KSRs) for the education and roads sectors. Outside Scotland, James is also supporting Birmingham City Council's highways maintenance PFI on behalf of the Department for Transport.

Ben has deep experience of all stages of the UK PPP procurement process and the implementation of PPP’s having previously worked in a financial advisory capacity for local and central government clients for 8 years. Currently Ben is seconded part time in a specialist support role to the Scottish Executive Private Finance Unit which oversees the PPP program in Scotland. He is also leading the day to day establishment of a Primary, Social and Community Care investment model in Scotland. This programme will be launched in 2007.

Ben also is active in supporting public sector clients with operational issues in respect of their PFI projects.

Alastair has been working on PPP/PFI projects for the past 12 years and also has experience of setting up joint ventures and outsourcing contracts. Recently Alastair has been working with the Scottish Executive on the establishment of a national municipal waste programme for Scotland and the Greater Manchester Waste Disposal Authority on their municipal waste PPP.

Prior to joining PUK, Alastair was part of Scottish Water’s commercial management team and worked extensively on PPP projects in Scotland, Northern Ireland and The Netherlands. Alastair was Scottish Water’s Bid Manager for its successful joint venture with Thames Water in bidding for Package B of the MOD’s water and wastewater PPP programme.
